Green Recycled Plastics Supply Chain System Construction Seminar and "Green Recycled Plastics Supply Chain Joint Working Group (GRPG) (hereinafter referred to as GRPG)" launch meeting was held online on June 23, 2020.
Participants of the event were Li Shousheng, President of China Petroleum and Chemical Industry Federation(CPCIF), Xu Junxiang, President of China National Resource Recycling Association(CRRA), Gao Yanli, Vice President of China National Resource Recycling Association(CRRA), Li Jinghong, Academician of Chinese Academy of Sciences, Yang Chunping, Director of Circular Economy Research Institute of Economic System and Management Institute of NDRC, Mao Tao, Director of the Institute of Energy Resources and Environment of the International Economic and Technical Cooperation Center of the MIIT, Chang Jiwen, Deputy Director of the Institute of Resources and Environmental Policy of the Development Research Center of the State Council, Dr. Xu Wen, the Institute of Financial Science of the Ministry of Finance, Professor Shi Lei, School of Environmental Engineering of Tsinghua University, Zhao Nana, Director of the Basel Convention Asia-Pacific Regional Center, Yao Wenqing, senior Engineer of Analysis Center of Tsinghua University, Deputy Director of the National Electronic Spectrum Center, Dr. Guo Yuwen, Chinese Academy of Environmental Sciences, Dr.Chen Weiqiang, Institute of Urban Environment, Chinese Academy of Sciences, Dr Zhang Gong, School of Environmental Engineering, Tsinghua University, etc. There were more than 70 guests from 16 initiative companies, as well as partner organizations such as the European Union Chamber of Commerce participated the meeting. The meeting was chaired by Mr. Pang Guanglian, Deputy Secretary General of CPCIF.
President Li Shousheng of CPCIF introduced the GRPG’s vision at first. President Xu Junxiang of CRRA announced the members of GRPG’s leading group. Academician Li Jinghong announced expert group’s member of GRPG.
Witnessed by Chairman Li Shousheng of China Petroleum and Chemical Industry Federation(CPCIF) and Chairman Xu Junxiang of China National Resource Recycling Association(CRRA),Mr Pang Guanglian, Party Committee Member and Deputy Secretary General of CPCIF, and Mrs Gao Yanli, vice chairman of CRRA, signed a memorandum of understanding on strategic cooperation on behalf of the two associations respectively, marking the official launch of GRPG initiated by the two associations.
After the launch ceremony,Victor Wang, deputy director of GRPG, and Kathy Man, director of the GRPG’s office, reported on the future work plan of GRPG; Dr. Guo Yuwen of the Chinese Academy of Environmental Sciences introduced the construction of the "3+1" green recycled plastic standard system; Initiative companies such as Procter & Gamble, Dow, Kingfisher Group and Kingfa shared practical examples of building a recycled plastics supply chain system.
At last, the participants discussed how the industry chain can work together to create a green recycled plastics supply chain system, and provided many valuable comments and suggestions for GRPG. Finally, President Li Shousheng of CPCIF and President Xu Junxiang of CRRA made concluding remarks.

Facing the tide of the world's green circular economy and the urgent call of the domestic economy for green development, China's green sustainable development of plastics must take an immediate action!" Mr Li Shousheng, Chairman of CPCIF, said: "I am very pleased to have the opportunity to work with CRRA, and I also thank experts and companies for their support. GRPG is a new attempt,a real cross-industry collaboration with joint hands in the industry chain on promoting the plastic recycling economy, and it plays a pivotal role in the entire system constructed by CPCIF to deal with plastic pollution. We attach great importance to this and will do our best."
Xu Junxiang, Chairman of CRRA, said: "We firmly believe that, with the full support of the two associations, , we will quickly and effectively promote the transformation and upgrading of the plastic recycling industry and give solution to the problems in the industry through the sincere cooperation between members of GRPG,thus to promote the green development of waste plastic recycling. I hope that GRPG will start from the industry's actual situation, effectively solve the core problems of the industry with focusing on research and active work, and cooperate to promote the sustainable development of the industry."
Led by the China Petroleum and Chemical Industry Federation (CPCIF) and the China Materials Recycling Association (CRRA),GRPG was initiated together with 16 companies including Sinopec, Procter & Gamble (P&G), Dow, ExxonMobil, GEM, Kingfa, Kingfisher, LOVERE, Meituan Waimai, Longfu Recycling Energy Scientech , ShuYe Environmental Technology, Covestro, Suez, bp China, BASF, and SK Global Chemical. Each company have a decisive position in their respective fields and are actively contributing to the global environmental cause.
GRPG will work to solve the bottleneck problem in the construction of the plastic recycling economy through the cooperation with important stakeholders, build a standard and evaluation system that is recognized by the entire recycled plastic industry chain, open up all links in the plastic industry chain, and promote the application of green recycled plastics as well as the construction of a green plastic supply chain, thus to explore a new model for the development of the plastic circular economy in China and the world.
GRPG will first build a set of the most complete recycled plastics standard system, certification system and testing system, which is covering the entire life circle of recycled plastics—from plastics product recycling and processing of recycled plastics to additives in the product, regulating safe and sustainable use of recycled plastics, evaluating and guiding scientifically the design and production of green plastics products. Based on the actual situation of China’s plastics industry, this set of systems will aim at the demand of industry chain and specific subdivisions of application, with the principles of science and rationality, operability, and easy implementation, to provide standardized guidance for enterprises committed to participating in the construction of green recycle plastics supply chain.
After the launch meeting, GRPG will formulate a membership access mechanism to attract more companies to participate in related work.
